Need to build steps...what's the best way?

Hi,

I'm well into doing a retaining wall now (yes it looks shocking but I'll be cladding the face :) )

To the left there will be steps and I'm just wondering the best way to get this done.

Would I stagger the sides of the wall and put some blocks on the fence side (mirroring the wall) to enable me to either fill the voids with concrete or put some decking over the blocks or is there an easier way?

Just about to pop pics in.
