How to fill steps

Any advice on how to fill garden steps? I am building them out of concrete blocks and paving the top, but what material(s) will be best for filling the void inside them?

The biggest void will be approx. 0.75m3.

I have looked at fine blinding and compacting this down - is this the way to go?

dont use blinding or sub base as you will find it impossible to compact it completely in the confined area of a step. As long as the steps are enclosed on all sides use clean stone and or rubble. It can not be compacted and therefore will not settle. The ineveitable 2mm of settlement in fine blinding will loose your treads.

Lean mix concrete with rubble off cuts chucked in is also a good choice.
