Need urgent advice please

My adjacent flat’s neighbor with whom I share my flat walls is using electric shocks and 2 days ago I had redness all other my body as I was subjected to electric shocks different frequencies throughout the night and day.

How can he achieve that? The frequencies are mostly accompanied by fool vibrations.

Plumber and boiler engineer & electrician all couldn’t find any problem.

I know it’s them as they stop it as soon as someone enters my home as they can hear us.

Please help me identify the problem as I don’t have the luxury of moving home
