NEFF U1320N0GB/01 fan or element fault?

Hi

I have a NEFF U1320N0GB/01 oven approx 9 years old.

It switches on ok and the temp light comes on and goes off . After normal warm up time the doors feels warm as usual but when you open the door you can tell the oven has not reached temperature and it isnt cooking at all.. The fan is also not going round. I think the element was glowing red but I cant be sure..

Is it more likely to be a faulty fan or element? Would a faulty element stop the fan from working?
