Not-often-mentioned issues in this thread are, (1) is your neighbour a "neighbour from hell" who will complain whatever you do, and/or (2) what on earth do you cook that is so stinky? Honestly, you've gone further than most people would have done in the circumstances and I think those factors are now just as likely to explain the situation as the extractor itself.
