New boiler not big enough

Whilst I was up there I noticed that the boiler pressure was practically at zero so had to sort this whilst I was up there...incidentally this is the second time I've had to do this already in 3 months!?

Sounds like you possibly have a leak somewhere then. As others have said, your boiler is if anything oversized rather than undersized. Whilst a proper system assessment & whole house heat loss calculation should always be carried out prior to specifying a new boiler, as a rough rule of thumb you need about 1-1.5kW per radiator, so in your case around 11-17kW.

Your installer should have flushed the system in accordance with BS7593, and signed the Benchmark commissioning certificate to say that this has been done. If the system is still dirty they need to put that right. A dirty system will invalidate your warranty, as will a Benchmark certificate which hasn't been correctly completed & signed

Seems to me that the boiler installers need to address the problem . They should be able to determine why the system isn't working and advise you accordingly.

+1

Can you post a pic of the Benchmark commissioning certificate? (with names & addresses covered up )

I am not 100% sure but someone on here will know, the Hot water tap is on , this usually means a hot tap is running, or the boiler thinks that it is, if that shouldnt be on then that is your problem, if you add Worcester 2000 to your post title they will see it
