I don't get this "Balancing". The old boiler used to heat all rads at the same setting. Also, it's inconsistent as I can get the front room rad to heat by playing around with the lock shields but again, they go cold after a day or so. A pump pump water round the whole system so why doesn't it go through all rads ? It doesn't make sense. The pipe feeding the cold rad is absolutely red hot. Again, the rads are clean and clear inside.

looks to me to be a restriction of some kind, have you taken rad valves apart to check water flow through them?
