as long as it meets the current gas regs (which your RGI will know of)
If it's not done by a proper rgi it will not be safe wherever it's put.

Take no notice of this corgi nonsense these people are pushing. The answer is: It is safe to put a boiler in a bedroom. The noise may be a problem though. Also put in a CO alarm.
Personally I would not put one in a bedroom, just in case How about the loft?
