New build - damp external walls

Hi, we recentlly moved into a new build around 2 weeks ago. During our initial snagging I identified that some parts of the walls had mould/algae on them and needed cleaning. Fast forward two months and they are yet to be cleaned and I can see why this is being caused. When it has been raining, these two patches of wall remain wet far longer than anywhere else.

Does anyone know why this may be and the potential fix. Still within our period to pass this on to the builders.

Have a quick butchers the next time it's raining, see if the gutters are leaking/dripping.

If not, then the problem is underground, looking at the wetness, I'm guessing it's coming from the gutters.
