New build next to property

Hi I have seen a house for sale where they have sold off part of their garden to the right, which has received planning permission and the land is starting to be cleared. I am wondering if I bought the property I would have my utilities affected, water, sewage, electric, gas etc during the process of the build. It is the last house on the road so a main road to the right of the new build. Thanks Mark.
