new cold rad

Hi there I am having problems with my bathroom rad. Just swapped the old one for a new towel rad. In the first couple of days the rad would get hot at first while it was being blead but then go cold after a hour. Have tried bleeding the other rads in my house there was air trapped in these aswell. Am on the verge of going insane with this rad. If anyone has any tips or ideas on this they would be greatly apprieciated

Are you bleeding with the system switched off

Are valves open

Turn other rads off does the prob one get hot
 
I have bled the rads when system is off is that the right thing to do? will try turning off the other rads now and leave on the ploblem one. Also the rad I replaced only gets hot when I blead it????

yeah the valves are both open they are not trvs. But they are new valves that I bought with the towel rad. At the mo I have just bled the rest of the rads got some more air out of the system ( I am really hoping its just a airlock) turning heating off now then going to restart it see if it will heat up without me bleading the thing
