New connection to a privately-owned water main?

Evening all,

I recently submitted an application for a new connection to the local water board as I get a poor flow rate from my shared supply at peak times.

They've come back to me today and told me that the main I'd like to connect to under the road outside the front of my house is privately-owned and as such, they can't connect me to it.

Apparently if I want to go ahead and connect to it, I'd have to instruct a specialist contractor myself and would need to ask permission from every household supplied by the pipe (25+ off a 1.5" pipe apparently - as an aside, it seems like the flow off that pipe won't be great either).

Has anyone ever done this, or can anyone offer any advice generally?

Seems like a lot of grief and all of a sudden an accumulator is looking like a more attractive proposition!

The only thing that's putting me off there is the amount of space they take up...
