New cooker, existing 30A outlet

I'm corgi regd, for gas.
If someone wants me to install (on a gas hose) his new range cooker where there was a similar old one connected to a 30A outlet, what do I tell him he needs for the sparky side?
Can he connect the cable himself? I could only check polarity and presence of an earth.
Do new/replacement cooker installations need to be Notified?

If the existing cable/MCB that will supply the cooker is suitable for the new load then connecting the cooker up is NOT notifiable.

If the cable/MCB is not suitable and needs replacing that IS notifiable.

If there was no cooker feed there to begin with and a feed it required that too IS notifiable.
