New flat roof - cross noggins?

Hi I've just had a new flat roof installed which is a 3 layer felt system with a warm & cold deck.
They have installed new joists, new boards and done the hole roof new.
Joists are 8x2.

I've noticed there are no cross noggins anywhere.

Are they needed for building regs?

Will the inspector not pass it off or is it ok?

Not needed, deck does the job.
