New gas towel rail radiator rattling sound inside?

Hi all,

Just got a new towel rail radiator. It's one that just joins to the central heating, so not electric. I notice when I shake it there sounds like bits inside it rattling. Is there something inside these radiators to mix with the water? or they supposed to be empty?
