New House - Can't switch central heating off!

Well, that's not entirely true, I can if I switch everything off!

System - as far as I can tell
- Danfoss CP15C controller
- Danfoss WB12 wiring thingy
- Danfoss T45? valve?
- Danfoss Thermostat
- Grundfos Selectric pump
- HRM Wallstar oil-fired boiler

Stuff that works
- When I just switch the CH on at controller it comes on fine in conjunction with thermostat

Stuff that doesn't work
- When I switch on just the HW at controller, CH comes on too, regardless of thermostat setting.

I can find no way of having just the Hot Water come on by itself.

Any help would be very much appreciated.

Thanks, will check out the valve. Can it be un-seized or will it need replacing?

Also, should the CH pump be coming on (it is at the mo)? Or is that somehow related to the seized valve?

You will probably need to replace the motorized valve

As for the pump running, Is your system calling for Hot Water?
 
The pump runs when only the Hot Water is switched on at the controller - no actual taps etc. are on anywhere.

Also... on furthur inspection it is a Danfoss HSA3 actuator
