i just moved into my new home

the previous owner had new windows put it, the window in my bedroom has what looks like messy cement round it, do i have to skim the whole wall or could i just do round the window

not plastered before either :S

You wont have to plaster the whole wall Hayley, just repair the window reveal/soffit to the corner, where it meets the wall. You say you've never plastered before, and probably the person that did the job originally, hadn't plastered before either.
Getting someone in to do it properly would be the best way,,, it's not a big job.
