New internal wall, foundation type?

Im undertaking an extension and will be laying the hardcore to the oversite soon. I will have an internal wall to the toilet that I want to build out of concrete block and not timber studwork. its only about about 2.5m in total length. It wont be load bearing. My question, what sort of foundation would be required? Could I get away with building on top of the reinforced floor slab? Underneath that, there is 150mm of compacted hardcore on top of some really stiff clay that you need a pick to dig out. Also, are solid concrete blocks best or aerated?
