There's a new & relevant petition on the PM Petitions website which everyone, especially workers in gas plumbing and electrics, should have a look at and (I hope) sign.

See http://petitions.pm.gov.uk/Certification/

The reference to the Construction Industry is a bit misleading - inadequate training and ludicrously ineffective and wasteful certification processes affect a far wider slice of UK workers and business than that! It's unlikely that there would ever be a 'general review' of everything training- and certification-related, but it's better, probably, to sign this petition rather than start another. Some good might come of it.

What makes you think that petitioning a government which believes that saying they will do something is the same as actually doing something will bring about any kind of response?

In any case the proposal is so vague and so wide as to make it pointless; you may as well sign a petition asking the government to make everybody happier.

Would they respond by suggesting a model based on Huxley's novel?

Actually, in the same way that if you say it quick enough you can gather support for banning dihydrogen monoxide or ending womens' suffrage, you could probbaly get signatures on a petition for a happier society based on the model proposed by Huxley in his book ;)
