New plaster and paint

I know there are quite a few posts about this subject, and i am familiar with the use of matt (no vinyl) paints on new plaster, but at what point can you use paint with vinyl in, is it just a time thing, i.e. let plaster dry thoroughly, I have used matt as a mistcoat thinned 25% and a second coat of matt, but if I want to change colour can I use the vinyl emulsion I already have, Hope this makes sense and thanks for any help, (plaster is a skim on old walls, and has been on about 3 or 4 weeks)
 
Good question.

In my opinion, there are a lot of myths surrounding this q, so I'm going to answer your question directly and say..... as soon as the plaster is dry.
