New Rad getting warm when Hot Water on

Ok so turned the hot water on again. The non trv pipe is hot, where the trv pipe is not. These are the 2 pipes coming from the floor.

In posts 12 and 14 he has asked you to feel the pipe after the motorised valve, no can help without knowing the answer to that question
