new radiator lukewarm

I have a brand new radiator in the master bedroom and it is lukewarm when the rest of the radiators are hot. I have also tried bleeding them. All the thermostatic valves are set to max. I have attempted to regulate the water into each radiator by adjusting the lockshield valves and leaving the lockshield valve open on master bedroom radiator but still no joy. Can some pls advise.

you still have air trapped in the system or you have a prob with radiator and shouldb replace it
