newly skimmed wall - hair line cracks

Old house - Solid brick structure.

We skimmed the walls and ceiling in the entire house. Plasterer put too coats.

Three months down the line after all painting we found hair line cracks.

I contacted the plasterer but no help.

Today a guy came around and suggested he can fix it using bonding and tap and joint mix.

Any idea what is difference between powder filler and bonding/tap and joint mix.

Any sort of filler will do. Joint filler/polyfiller etc.
