No heating from Glowwork Spacesaver 38. Faulty pump?

Hello!

The heat pump wont start, pipe above it gets nice and hot, but not the one below to rest of the house!

The timer still ticks round but turning it on does nothing, pump wont start

But i notice the light on the neon indicator on the wall socket is off

Is it a power fault?
