Are there any buttons pressed such as "economy"? It could be that something like that is disabling the heater. Alternatively there may be a dry joint on the heater relay in the circuit board.
I can't believe I managed to attach the small pug to the NTC (thermostat) round the wrong way. All working now, new heater and NTC operating fine.
Glad it was not the PCB.
