no hot water flow through pipes

Only cold water is coming through all the taps in the house. The hot water heater is working since the outflow pipe is hot, but the hot water isn't flowing through the system. This has happened intermittently, and I usually can restore hot water flow by moving the hot water lever on the pipe, but this didn't work this time. Any advice for solving this?
