No hot water & radiators luke warm

Morning.
A while ago say 2 years my sister said she had no heating, decent batteries were fitted as per advice in this group & all been working since so many thanks.

Long story short she lives in an apartment where the person above had a pipe split & water came through her ceiling etc etc.
This was say 3 weeks ago so not sure if this is connected in any way or its a new issue as thing at the time up until 3 days ago had been working fine.

The issue is she told me she has no hot water or heating.
She had a plumber come out but didn't understand how her boiler etc worked & left,since asked in a few Facebook groups but no real replies.

Last night she had told me that now the radiators are luke warm & also this morning they are luke warm again.
Pressure on gauge doesn't show its low.
Main fuse box switched off then back on.
Boiler switched off then on.
Batteries in controller on wall changed again.

From memory she would switched something on that boiler panel on etc & things would work but nothing this time.
Am I correct in that the controller on the wall is just for heating, if so then that's no reason why no hot water ?

Thermostat on wall is just an on off switch.

It's not my area of knowledge but it sounds like it could be a fault.

I think she needs to check thermostat is turned up as picture is showing 19c. Maybe 19c is the cut off so radiators won't warm up. It's been warm lately.

I'm also puzzled that the engineer never confirmed there is a fault or talked to her about it.
I think it would pay to get someone out to check it and maybe you should have a talk with them as well. Then decide how to move forward. Looks like an old boiler and could be past end of life.
Be good to get going though.
 
Thermostat in photo is just advising the type fitted. That photo was what she sent me last year & im using it to advise people what is fitted.
Either way that doesn’t answer why no hit water as I’m sure it’s only for heating.
Engineer wasn’t sure how the boiler worked & don’t think he looked at stat as that doesn’t do hot water.

I’m not that local so she can only do so much hence why I’m asking here.
 
Ok. I understand.
Could be so many different things so you need someone sensible to look at it.

Unfortunately old boilers don't have the ability to throw error codes
 
So confirm this.
Is that item on the wall for heating only & has nothing to do with hot water ?
 
Yes that’s just a thermostat for the heating. What is the make and model of the boiler?
 
Looking at it there could be a few faults. It’s coming up as a combined boiler and direct unvented cylinder. Seems the immersion elements may need checking, but it’s also designed to heat off peak with an optional boost facility. Regards the heating, check the pump. Bearing in mind, if this is in the U.K. then it needs to be a G3 registered engineer for the hot water side.
 
Yes it’s in UK.
Just trying to get somebody out at present seems hard.
Two people came out but didn’t know much about it & left. Not the kind of thing I would do.
