No reaction from opening radiator valve

Recently went to bleed radiator as cold at top, etc and on opening the valve there was no hissing or pressure, hence no water coming out - ever. I proceed to take the whole valve and even nut off and still no action!

check 4 water in header tank. pipes can block too
