Noises in the pipes when I flush.

Ok, could someone please help. I've just had some pipes in the loft capped and the pipes that were needed were left and run flush with the beams so I could put some boards down. When I flush the toilet there is a humming or a trumpet type of sound coming from the pipes in the loft, it sometimes happens when more than 1 tap is being used. I not to sure if it has any thing to do with the pressure. My pressure is at 6 psi (or 1/3 of a bar) I know that is low, and it may have something to do with the cut off tap outside my house. The cut off tap was under some water (about 4 inches) so I turn it shut a little more , which I think may have affected the pressure. Please help. Also is it ok for the cut off tap out side to be under some water ? . Thanks in advance.
 
Probably the float valve in the cwsc, get someone to flush the toilet and when it hums look in the tank and see if it is.
 
cold water storage cistern, the big cold water tank (usually) in the attic.

Are the pipes fixed to the beams?
Turn the cut off tap pressure up a bit and see if this changes things.
There should be no water around the cut off tap. Bail it out and discover how its getting in.

What is a cut off tap. and why is it under 4 Inches of water
 
Thanks for the replys...I haven't got a cold water tank in the loft...and your right when I say "cut off tap" I mean stopcock outside the house... Also the pipes in the loft aren't fixed to the beams... I've increased the pressure to 16 psi, but its still makes a noise....So is it ok for the stopcock outside the house to be under a little water ?
