Noisey tap

Hi all, when I turn on the hot/cold water tap in my bathroom, it makes such a noise, like the water if flowing at 1000mph.True, thew water pressure is high where i stay, but i can here it from downstairs!!! What gives?

Cheap fix...new washer ..............mor expensive fix.pressure reducing valve on incoming main cold
