Noisy Mechanised Valve

Our house/heating is 1 year old...when we moved in the mech valve made loud knocking noises when it was opening closing.

We complained to the builder and he installed a new one, which was quieter at first...now its very noisy.

Any reason? Are there any mech valves renowned for their quiet operation?
