not quite 240v

just helped change a kitchen light in my parents house, when using a multimeter and testing between live and neutral, we measure 240v (or there abouts), as expected, but measuring between live and earth, only reads about 70v ac, would this suggest a bad earth connection somewhere in the lighting circuit.
 
Yes. Should read similar to L/N voltage reading. Check earth continuity throughout.
