Tap turns fine. Water runs and stops fine. But the water stops quarter of a turn before the tap is closed and when fully closed the water is running again.

Anyone know if this is fixable or would I be wasting my time taking it apart?

It sounds like you have a 1/4 turn cartridge and the tap handle has loosened and is now mis-aligned with the actual cartridge position.

Might be worth taking the handle/lever off, realigning it and tightening up the fixing screw. It could be that the splines on the top of the cartridge have become worn in which case it's a new cartridge.
