odd radiator problem

I've just had my loft converted. There are 4 radiators - 3 work, one doesn't - the plumber has changed the pump, balanced the radiators and bleed the system - still the one one in the bathroom refuses to get hot - any ideas??

Have you, or has the plumber, shut off all other radiators to see if that encourages water to flow through the cold rad?

Otherwise, what valves have been fitted to the rad?

What size pipe was used? if small bore it might have been squashed by other building activites - thus restricting flow.
