Oil Boiler Circulation Pump

A couple of weeks ago I had a heating problem where only the upstaris radiators would heat. So I replaced what I believed to be a faulty circulation pump. This worked great for over a week until today when once again only upstairs rad is heating up. It seems that that pump has failed again.

My oil boiller is outside and I have a Horstmann timer unit with an isolation switch indoors. Could it be a fuse? Does the pump generally have its own fuse in addition to the one on the isolation switch?
