Oil boiler cycling on and off every 2 seconds even after changing parts.

I have a Warmflo boiler with a Reillo rbd 2.2 15/21 oil burner.
It is working fine outside of the boiler but as soon as I put it back inside it will just cycle on and off every 2 seconds.
Everything has been cleaned and also replaced nozzle, condenser door gasket, oil pipe. Had a heating engineer out to look at it and after 3 hours he managed to get it working sort of as it started cycling again soon after he left. He said it probably needs a new boiler door and gasket which was missing on the door covering the spring housing.
I see he changed the settings but for the model above this.
Basically I think its chocking on its own exhaust gases but can't find where the problem lies. The boiler was installed in 2019 and was only used till 2022 because the lady passed away. I bought the house and did a whole house renovation and changed from radiators to UFH.
There was still over 2000 litres of oil in the tank so thought I would use it up first before changing to a air source heat pump which goes well with UFH do to the lower temps.
Anyway the heating engineer never got back to me as he was scratching his head and didn't 100% know what the cause was.
I ordered the parts myself and installed them with the same issue.
Its all clean and the settings and pressure are as they should be. Flue is clear. Solinoid, photocell is good. It works fine outside the boiler but not in. Could anyone give advise please as I can't get another engineer out for a few weeks. Time of year. Thanks in advance
 
Since it works out of casing and not inside casing, would be looking at photo cells. I have only worked with space heaters, I found the box with reset button were matched to the photocells, and had problems due to not matching each other.
 
I've put a tester on the photocell and all seems good. Maybe I should order one and try it.
A spare would be good anyway as its a common fault
