Oil boiler Pump - intermittent problem

The Pump on my oil boilder is not always receiving power. Sometimes when I turn my heating on only the top (first) radiator will heat. Other times everyone radiator will heat up. I have checked with a phase tester the times when only one rad is heating up and no power is being sent to the pump.

Power to the pump comes from a temperature control box located on the side of the boilder housing.

Anyone seen this before or have any idea what might be causing it?
