Oil Boilers - Range of Output

This is a question to satisfy my curiosity more than anything else, my boiler (Camray 5 40/65) is quoted as having an output range between approx 12 to 19kW. But I didn't think oil boilers could modulate their output like gas boilers could so how is this variation achieved?

Modulate implies that it adjusts its output during operation.

A gas boiler historically did this simply by changing gas o/p.
Now thwt adjust all.... Gas pressure... Fan speed.... Pump speed.

An oil boiler is not modulating.
It is range rateable
I.e.. as said... You change nozzle and setup to match = a 4/5 kw window of adjustment
