Oil tank slab

Hi all,
Need to pour a concrete slab for an oil tank installation that's booked in for about 4 weeks from now.
Am I right in thinking I can use the type 1, mixed with building sand and cement for the concrete pour?
Or do I need to get ballast instead and mix that with the cement?
