Radar assisted collision? AKA complacency.

Was it foggy?

I would expect these vessels to have AIS overlays. Also a radar assisted collision would probably show immaculate as stand on. (Approaching from the right.)

It all seems a bit iffy to me - chemical tanker hits a US tanker at anchor holding jet fuel destined for the US navy - nothing to see here ?
 
Either way someone will be getting a jail sentence. Failure to maintain a watch is very serious. Failure to keep a proper lookout and failure to proceed at a safe speed under The Merchant Shipping (Distress Signals and Prevention of Collisions) Regulations 1996

Probably hit at the first point of turning further north, then they both drifted southwards.
 
If you look at Immingham tide tables for areas B, D, E which are approximately where it occurred, you have a 0.3-1.3kt SSW tide at about that time yesterday. Plus there was a NNW light wind.

Man arrested on suspicion of gross negligence manslaughter over crash​

A 59-year-old man has been arrested on suspicion of gross negligence manslaughter in connection with the collision yesterday.
Humberside Police launched a criminal investigation and the senior investigating officer Detective Chief Superintendent Craig Nicholson has issued this statement: "Extensive work has already been carried out, and we are working closely with our partners to understand what happened, and to provide support to all of those affected.
"Following enquiries undertaken by my team, we have arrested a 59-year-old man on suspicion of gross negligence manslaughter in connection with the collision, this follows the conclusion of search operations by HM Coastguard for the missing crew member of the Solong."
The man arrested remains in custody

So the captain of the ship was Russian and the vessel it hit was carrying fuel destined for the USA Navy

I conclude the cause is.........................vodka
