Old Back Boiler / Gas Fire Pipe removal

We are renovating our front room and have some pipes - 2 x water and 1 x gas which come down the side of our chimney breast and into the fireplace. There was an old back boiler and gas fire here many years ago but were all removed and pipes capped off inside the fireplace. Is it possible to cut these pipes higher up an capping off either up to the ceiling or by pulling up floorboards on the first floor?

They are currently boxed off but would love to remove them and have shelving either side of the chimney breast instead.

yes it can be done, but they may still be live so dont just cut them without checking
