Old Barrats house CWI

Hi, has anyone on here had a Barrats house with the foil bubble wrap insulation had any luck getting full fill cavity insulation blown in?

I've tried a company I know if and they said they won't do it due to this type of insulation already being installed?

The house was built 2001
