Old Radiator Valve Advice

I came across a Radiator Valve i've not seen before as the picture suggest it is leaking and i want to know if the central brass bit can be undone so it can either be repacked or change the innards

yes remove the brass cap/shroud and there's a packing gland as usual.

Use a strap wrench so you don't damage it.
