This camera has developed a fault which won't allow me to take flash photos. Whenever I select any flash mode (manual, auto or red-eye), the "flash charging" light appears and won't extinguish and doesn't allow me to take photos. The batteries I'm using are fully charged and the camera operates normally without flash.

Any helpful suggestions will be much appreciated.

I wouldn't think that a ten year old point and shoot camera was worth sending for repair to be honest. Most repairers charge a fee up front for fault finding, so I can't see it being worthwhile.
 
I think the OP wants suggestions of what to do, rather than what not to do. Only he can decide whether it's worthwhile.

It might be possible to dismantle the camera, determine the fault cause (e.g. faulty high-voltage capacitor), locate a supplier, replace the part and reassemble the camaera. How much do you value your time and expertise?

So it seems that the other option is to recycle it.

Thanks for your replies. I contacted a camera repairer who diagnosed the fault and can replace a part of the internal electronics for £40 inclusive. To me this is well worth the cost, as to replace this camera with a modern equivalent - if, indeed I can find one - would not be feasible for me.
