One cold radiator, both pipes cold

All our rads work fine apart from one upstairs. It has a TRV (is this the thermal-control gadget?). If I open the TRV to the max, and open the valve on the other side, it's still stone cold. I also touched the pipes inflow & outflow and both are stone cold. I tried bleeding and it is is filled with water. I've fully opened all the flow valves on all the other rads in the house but this doesn't change it.

Ideas appreciated!

Remove the thermostatic head and check that the spindle is not stuck down !!
 
close all other rads and see what happens.

Good suggestion, that was it. I compared the pin to one from a working rad and it was much shorter. 2 minutes of wiggling from side to side has now given us a hot bathroom! Thanks for the help.
