One cold radiator please advise!

I had a new radiator fitted in my bedroom other night by someone who supposedly knew what was doing. It was a different size to what was there previously so he had to go underground floorboards to adjust copper piping. All the rads in the house work fine inc new one but since he did it the living room one now won't heat up. Mentioned it whilst he was here and he thinks its the valves need replacing. Worked perfectly before. We have noticed the pipes aren't getting warm going to it, one slightly warm other ice cold. Not the living room is directly underneath bedroom that has just had new rad fitted. One pipe going into bedroom one doesn't get warm either but that rad is getting warm. He told us to turn all the rads on really low to allow water to go in living room one but its not working. Will him changing the valves on it work? Please help!
