one cold radiator

one cold radiator, tried closing all the rest and leaving it open to try to force any blockage through, but no luck.
Anyone know what else I could try?

Does this rad have a Trv?

Take the rad off the wall flush it out while ur at it
then sticking hose pipe on and flushing some water through each of the valves in turn should clear blockage or airlock.
Could be a trv fitted the wrong way as bahco is implying

If you have inhibitor in your system dont forget to replace it!
If you dont it might be worth chemical cleaning and flushing followed by inhibitor
