One radiator not getting hot

Hi All

I have a radiator thats not getting hot, the valve fading it it getting really hot but not the radiator it just gets warm.
I have bled the system no air came out and i have turned off all rads except that one and it gets hot, opened up the rest a quarter of a turn and all other radiators now hot except the cool one.
What am i missing to fix it please.

No try , rad is a Vogue 2 rad with valves jus been fitted in Dec, i have balanced system yesterday and it worked ok but when i got up today it was luke warm not hot like the others
