Operation of 1st dial on heat only boiler

Learning boiler control here, thanks for help.
Second dial controls the maximum amount of heat going to radiators I believe, is that accurate?
What does the first dial do with the lock at the bottom, two circles and the 1 at the top?
Anything else I should know about basic operations?

Yes.

First dial is for the installer set up, nothing for the user.

To do with unlocking install and setup options?

Its an open vent compact version of Viessmann regular gas boiler but can be used for sealed system too. The controls you are referring to is used to change altitude level, flame intensity, deg F to deg C etc. I have extracted a few pages from manual as I can not send the complete manual due to file size limitation on this site. Hope this helps.
