I'd have felt that was perhaps a tad high, but consider:
Nothing stopping you offering him less
Ask him for references and go see his previous work/customers - check quality and timeliness (if I was dropping 30K with someone, a hundred mile round trip to see the last job he did would be sensible?)
Would you rather pay 30k and it be done well in 8 weeks, or some gobshite 15K and it being an unfinished low quality nightmare 6 months on?
How fast can you earn money? How long would it take you to do his yourself? What's the stress worth? If you have £2500 disposable cash every month, and you're saying "this guy seems 10K over the mark", consider that in 4 months you'll have earned that 10K, and you'll be less dusty, wheezy and knackered than if you'd done the work yourself. And it'll be finished. And you'll have had 4 months of your life that were more comfortable. Was it worth it? Value comes in many forms..
